Qubit State Algebra (QSA)

QSA is a C++20 quantum runtime that keeps eligible calculations in exact sparse, stabilizer, symmetry, tensor-network, and local-component representations instead of always constructing a full global statevector. It includes Python access, tests, benchmarks, and explicit exactness/fallback limits.
